	<title>FICORA proposes reduction in fi-domain name fees</title>

	<description> FICORA has proposed to the Ministry of Transport and Communications that the fees collected for fi-domain names are dropped as of 4 January 2010. In the future, the application, transfer or renewal of a fi-domain name costs EUR 13/1 year, EUR 36/3 years or EUR 55/5 years.
 Domain name fees will be dropped so that fi-domain name activities would defray the costs in the future, too.
 The number of granted fi-domain names has increased substantially in 2009. According to an estimate, the total number of new domain names granted in 2009 will be 45,000.</description>

	<title>Radio microphones and hearing aids in the frequency band 174 - 230 MHz</title>

	<description> Radio microphones and hearing aids used in the frequency band 174 - 230 MHz are subject to licence and require a radio licence granted by the Finnish Communications Regulatory Authority (FICORA). In the radio licence the frequencies are assigned on a case by case basis. A radio licence is required, as the use of the frequencies that the radio microphones and hearing aids operate in is not harmonized within Europe.

 In the Ficora Frequency Radio Regulation No. 4 the frequency band 174-230 MHz is primarily allocated to broadcasting. In the summer 2009, the Government granted two network licences for HDTV broadcasting. Radio microphones and hearing aids use the frequency band on a secondary basis.  The use of radio microphones and hearing aids is restricted due to TV broadcasting. Interference-free use of radio microphones and hearing aids can no longer be guaranteed, and this equipment must not cause harmful interference to television programs, either. This is why a radio licence is only granted for one year. Due to the above, it may not be possible to renew a present radio licence when it expires. FICORA may have to revoke radio licences under paragraph 4a or 7 of section 12(1), or to amend the licence conditions under section 8(3), of the Act on Radio Frequencies and Telecommunications Equipment (1015/2001).
 The maximum radiated power allowed for radio microphone transmitters and aids for the hearing impaired is 10 mW ERP and the total bandwidth of emission is max. 200 kHz.
 Licence-exempt frequencies for hearing aids have also been reserved within the 169 MHz frequency range, which is assigned for the purpose throughout the European Union. FICORA Regulations 4 and 15 (item 13) contain detailed information on the frequencies and other conditions of use.
 The use of hearing aids in the sub-band 173.990 MHz, next to television frequencies, may be continued for now. However, there are regional restrictions. The total bandwidth of emission of this equipment is 50 kHz and the radiated power 2 mW ERP. 
 Radio microphones are also used in the band 800 MHz: 800 MHz radio microphones
Compliance with the requirements of radio microphones and hearing aids 
 It is the responsibility of manufacturers, importers and sellers of radio equipment that only interference free equipment is available. In Finland only radio equipment that complies with the requirements may be put on the market. The conformity assessment must be shown in accordance with the Act on Radio Frequencies and Telecommunications Equipment.
 The equipment must bear the CE marking, and each piece of equipment must be accompanied with the manufacturer's declaration of conformity. Furthermore, information on purpose of use and the countries or geographical areas where the equipment may be used must be available.   Conformity assessment

	<title>Use of radio microphones in the 470 - 862 MHz band continues for now</title>

	<description> At present, radio microphones can already be used in Finland and elsewhere in Europe in both the 1785 - 1800 MHz frequency band, which is subject to licence, and the 863 - 865 MHz band, which has been exempted from licensing. 
 In Finland, the new solutions for radio microphone frequencies will be taken in use and new licences for the frequencies will be granted as soon as possible, after the technical investigations have been finished.

	<title>Licences needed for hunting radio</title>

	<description> VHF radiotelephones subject to licence may be used for communications when out hunting. In total 26 channels are available for the 68 MHz radiotelephone (road service, motor sport, voluntary rescue, hunting and other hobby activities. 
 A licence is required for the VHF telephone 
 A radio licence must be acquired from the Finnish Communications Regulatory Authority (FICORA) for the possession and use of a VHF radiotelephone. A licence is granted only for equipment that complies with the requirements. A frequency fee is collected for the licence. In 2009 the frequency fee of e.g. one piece of equipment is €18.00. 
 Hunting radio may only use those frequencies that are reserved for it 
 The channels reserved for radiocommunications in connection with hobby activities have been assigned in FICORA notice for customers, RHA68. For communications in connection with hunting may, in general, those channels be used which in notice RHA68 have been reserved for hobby activities (21 channels in total). These channels are: 
 68.050 MHz, 68.175 MHz,  67.500 MHz, 68.575 MHz,  71.375 MHz, 71.425 MHz,  71.475 MHz, 71.625 MHz,  70.200 MHz, 71.025 MHz,  71.050 MHz, 71.100 MHz,  68.375 MHz, 71.175 MHz,  71.750 MHz, 71.900 MHz,  71.350 MHz, 71.550 MHz,  71.575 MHz, 71.600 MHz and 72.325 MHz. 
 The above channels may also be used for professional communications. 
 Licences and equipment will be controlled 
 Controllers from FICORA supervise the frequency usage and check licences. During the hunting season, they also supervise the frequency usage of hunting radio, and the equipment. Police investigation will be carried out in case of violations.  </description>

	<title>New name server for the top-level domain .fi introduced</title>

	<description> FICORA has introduced a new secondary root name server for the .fi root. The name server called as F.fi is the first name server completely maintained by FICORA. The name server has been implemented by a different technology than other root name servers. The new .fi root server will improve the coverage of name servers in Finland and enhance the already good credibility of the .fi root. 
 FICORA grants domain names under the .fi top-level domain i.e. .fi domain names. The authority is also responsible for the technical registration of domain names and administers the .fi root name servers.

	<title>Use of radio links in the frequency band 57.2 - 58.2 GHz</title>

	<description>The frequency band 57.2 - 58.2 GHz is intended for short, about 500 m long, radio link hops. The 58 GHz band is very suitable for this purpose because of its special characteristics. On the frequencies around 60 GHz, the oxygen of the atmosphere efficiently attenuates the propagation of radio signals and at the same time makes it possible to use the same frequency with high density. 
Because of the exceptional attenuation of the signal, frequency planning is not made for every link hop. However, a licence must be applied for from the Finnish Communications Regulatory Authority for every radio link transmitter. 
Due to the special characteristics of the 58 GHz band, the licence is not granted for a geographical area. The licensed equipment may, on the contrary, be taken into use throughout Finland. The licence holder is, on special request, obliged to provide up-to-date information on the technical details and location of the radio link stations.
