	<title>Channels in the 67 - 72 MHz frequency band reserved for hobby usage and professional communications</title>

	<description>Group A: 
 Channels 1 - 4 and 17 form the collective channel group A. The users of group A must agree among themselves on the common use of these channels. 
 A licence for a base station is granted a registered association that indicates its function within road service, motor sport or voluntary rescue service by its rules. A private person is granted a licence only for a mobile station. 
 The maximum radiated power allowed for a base station is 15 W (ERP) and for a mobile station 25 W (ERP). 
Group E: 
 Channels 5 - 16 and 18 - 26 form a collective channel group E for hobby and professional activities. These channels may be used only for speech connections. For the channels 5 - 14 and 22 - 26 licences are granted only for mobile stations with a radiated power of maximum 5 W (ERP). For the channels 15, 16 and 18 - 21 a licence is granted for mobile stations with a radiated power of maximum 25 W (ERP). The channels 15, 16 and 18 - 21 must not be used closer than 10 km from the borders of Russia, Sweden and Norway.
Conformity to requirements of a radio transmitter 
 A radio transmitter’s conformity to requirements must be assessed as laid down in the Act on Radio Frequencies and Telecommunications Equipment (1015/2001), in other words in Directive 1999/5/EC. The transmitter must bear the CE marking and be accompanied with the manufacturer's declaration of conformity.

	<description>Usage of radio equipment in Finland
 Every user of a radio transmitter (e.g. VHF and UHF radiophones) shall have a licence granted by the Finnish Communications Regulatory Authority (FICORA). PMR 446, LA, PR 27 or CB telephones are not concerned, because their use is exempted from licencing provided that they are operating on the frequencies and with output powers according to the FICORA Regulation 15.
 FICORA prescribes the frequencies to be used in the events and/or at the locations as specified in the licence. Using other frequencies than mentioned in the licence is prohibited.
 Licence
 The licence is granted on the basis of an application. An application form [PDF, 144 KB] is available on the www-site of FICORA. An application for a licence can be sent by post, by fax (+358 9 6966 410) or by e-mail at radiotaajuudet(at)ficora.fi.
 Period of validity
 The validity period of the licence is determined based on the information given in the application, however, the maximum period is 12 months. The licence can then be granted to cover different events for the same equipment. Locations, events and time periods shall be indicated in the application.

	<title>Tracking equipment for hunting</title>

	<description> During hunting tracking equipment may be used for locating dogs. 
 Most of the tracking equipment traditionally used for locating dogs operates on collective frequencies for licence-exempt radio transmitters, for example 138.200–138.450 MHz, 433.050–434.790 MHz and 169.400–169.475 MHz. The transmitters may also use several sub-bands between 863 and 870 MHz. The conditions for use and technical requirements of these frequencies are stipulated in FICORA Regulation 15. In principal, frequencies for equipment exempted from licensing are harmonised for this usage and licence-exempt in all Europe. 
 Today tracking and tracing systems utilizing mobile networks are available, too. With the help of a GPS receiver these are also able to locate the dogs in real time. On the market there are now also GPS based equipment for tracking and locating, using private radio network frequencies for transmission instead of mobile networks.  The Finnish Communications Regulatory Authority (FICORA) issues licences for use of 155 MHz transmitters in the bands 155.400, 155.425, 155.450, 155.475, 155.500 and 155.525 MHz for tracking purposes in general. A radio licence must be acquired from FICORA for the use of radio transmitters operating on these channels. Licences for mobile stations are granted for all six channels throughout Finland. The technical and operational conditions are as follows:
 - the radiated power of the transmitters operating in these channels must not exceed 2 W (ERP) - maximum channel width 25 kHz - maximum duty factor 10 % (ratio of the maximum transmitter "on" time, relative to a one hour period) - the frequencies are common frequencies, and interference to the tracking and tracing equipment may occur - the use is subject to licence - FICORA grants a licence on application - the licence is granted for all six channels, and the yearly frequency fee is based on these channels; the frequency fee of one transmitter is about 18 EUR a year - the channels may only be used for mobile transmitters
 FICORA supervises
 Inspectors from FICORA supervise the frequency usage and radio equipment. Police investigation may be carried out in case of violation.

	<title>Radio microphones (wireless microphones) and hearing aids in the VHF frequency band</title>

	<description> Radio microphones and hearing aids used in the frequency band 174 - 230 MHz are subject to licence and require a radio licence granted by the Finnish Communications Regulatory Authority (FICORA). In the FICORA Frequency Radio Regulation No. 4, the frequency band 174-230 MHz is primarily allocated to broadcasting. Radio microphones and hearing aids use the frequency band on a secondary basis. Users of radio microphones must choose available frequencies that have not been allocated to broadcasting in the geographic area in question.   Interference-free use of radio microphones and hearing aids can not be guaranteed, and this equipment must not cause harmful interference to television programs, either. The maxi-mum radiated power allowed for radio microphone transmitters and hearing aids is 50 mW and the total bandwidth of emission is max. 200 kHz.Hearing aids in frequencies below 174 MHz  Hearing aids can also be used for example in the 169 MHz frequency range that has been allocated to hearing aids at the European level. FICORA Regulations 4 and 5 (section 13) contain detailed information on the frequencies and other conditions of use. The total band-width of emission of hearing aids exempted from licensing in the frequency range 169 MHz is max. 50 kHz and the maximum radiated power 10 mW ERP. The use of hearing aids in the frequency range 173.990 MHz, next to the television  frequencies, has been exempted from licence according to FICORA's Regulation No 15AA/2011 in the beginning of 2011. The total bandwidth of emission of equipment functioning in the 173.990 MHz frequency range is max. 50 kHz and the radiated power max. 2 mW ERP.  Compliance with requirements of radio microphones and hearing aids It is the responsibility of manufacturers, importers and sellers of radio equipment to ensure that only interference free equipment is available for consumers. Only the radio equipment that complies with the requirements may be put on the market in Finland. The conformity assessment must be shown in accordance with the Act on Radio Frequencies and Telecommunications Equipment. The equipment must bear the CE marking, and each piece of equipment must be accompanied with the manufacturer's declaration of conformity. Furthermore, information on purpose of use and the countries or geographical areas where the equipment may be used must be available.
