Spectrum auction to be held in autumn

In November 2009, FICORA will hold Finland's first ever radio spectrum auction where the licenses for the digital broadband mobile network will be granted. The bands on offer are between 2500 MHz and 2690 MHz.

FICORA has drafted a regulation on auction rules and technical conditions of the radio license. The auction method to be applied is a so-called Simultaneous Multiple Round auction. The 15 spectrum bands on offer are put up for auction at the same time and several consecutive rounds are to be arranged. The maximum number of spectrum per bidder is 50 MHz.

The spectrum range is particularly suitable for high-speed wireless broadband technologies, such as the LTE (Long Term Evolution) and mobile Wimax. The license conditions do not require the use of a specific technology, but the license holder may select the technology to be used as long as it complies with the technical conditions set in the radio license.

FICORA has issued drafts of the regulation on the auction and of the explanatory memorandum which gives further details on the regulation, as well as the technical conditions of the radio license. The drafts are available at www.ficora.fi/spectrumauction in Finnish and Swedish.
