FICORA's frequency decision: GSM frequencies can be used in 3G networks
The Finnish Communications Regulatory Authority (FICORA) issued a decision amending the conditions of use of 900 MHz frequency bands in mobile communications in such a manner that the radio frequencies which have until now been only used for GSM can now be introduced for the use of 3G (UMTS). This makes Finland the first country in Europe to enable the concurrent use of 900 MHz frequencies and second and third generation (GSM/2G and 3G) mobile communications.
It is now possible to build 3G networks in sparsely-populated areas, in particular, in a more cost-efficient manner than by using the frequencies previously allocated to 3G usage. The building of UMTS900 networks can be commenced immediately.
FICORA's decision ensures that TeliaSonera Finland Oyj, Elisa Oyj and DNA Verkot Oy have equal and sufficient resources and contiguous frequency bands for the purpose of carrying out and developing mobile communications operations. The firms' mutual transition arrangements will be implemented by the end of 2009. As operators expand their 3G operations to the 900 MHz frequency band, they can, as well, continue providing GSM mobile communications services to the former extent.
