FICORA's organisationFICORA is divided into seven profit areas. In addition to these, the units of International Affairs and Development function directly under the Director-General. The external profit areas are Communications Markets and Services, Networks and Security, Radio Frequencies and Television Fees. The internal profit areas are Administration, Data Administration and Communications. Communications Markets and ServicesIt is the profit area's responsibility to promote the effective functioning of communications markets by, for example, ensuring that the fees telecom companies charge each other and other conditions are reasonable and non-discriminatory, compiling market analyses, gathering market information and publishing price comparisons. In addition, the profit area is responsible for duties related to the supervision of universal services and national broadband strategy. Its task is also to monitor communications markets in general, collect market information and publish it. The profit area monitors consumer issues related to telecom services, postal services, television and radio programmes, and advertising. The profit area's responsibilities also include handling undelivered postal items. Networks and SecurityThe profit area steers and monitors the information security of communications connections and services. It is responsible that their information security, versatility and functionality are implemented and developed. The key areas of responsibilities include CERT-FI and NCSA-FI activities, steering and monitoring the protection of communications confidentiality, ensuring interference-free and safe telecommunications, and administering fi-domain names. The profit area is responsible for the technical steering of telecommunications, technical regulations and the coordination of telecommunications standardisation, monitoring of telecommunications operations and the numbering and interconnection traffic of telecommunications networks. In addition, the tasks of the profit area include the leasing of the fixed subscriber network, issues related to unbundled access to local loops and registration and supervision of telecommunications contractors. A description of the activities of the national communications security authority NSCA-FI Radio FrequenciesThe responsibilities of the profit area consist of general planning of the use of radio frequencies at national and international level. It plans the use of frequencies for radio networks and equipment, grants radio transmitter licenses, and issues regulations on the use of frequencies and radio equipment. The profit area detects radio interferences, monitors the entry into the market and sales of radio equipment. In addition, the profit area organises examinations for radio transmitter users and grants certificates, and makes assessments of the compliance with the requirements of radio equipment. Television FeesThe profit area collects television fees to be forwarded to the State Television and Radio Fund, and supervises the compliance with the duty to notify that a television set has been taken into use. It maintains the television fee register, makes television fee inspections, gives customer service and carries out marketing campaigns. AdministrationThe profit area is in charge of the development of FICORA's operations, organisation and personnel together with other profit areas. Its responsibilities encompass staff, economy and information service issues and development projects. Data administrationThe profit area is responsible for the development and maintenance of the authority's information systems and office automation, computer hardware, databases and information traffic network, as well as support services and information security in cooperation with other profit areas. CommunicationsThe profit area is responsible for FICORA's external and internal communications and customer service. The authority's website, customer magazine Signaali, press releases and marketing communications are examples of external communications.
