Providing versatile, effective and secure communications connections for everyone in Finland

FICORA's goals are:

  • Information-secure society
  • Effective electronic communications connections
  • Sufficient and interference-free infrastructure resources for electronic communications
  • Effectively functioning communications markets
  • Good quality communications services
  • Versatile electronic media

The core of our operations lies in an information-secure society and interference-free communications networks, effectively functioning communications markets and securing the consumer position.

FICORA maintains an overview of the functionality of electronic communications networks and information security and reports of eventual information security threats. Also, the objective is to increase the awareness of information security in homes and companies for example by means of arranging the Information Security Day.

The society and clients alike benefit from active competition in the communications market. The authority's goal is to enable equal opportunities for the use of communications networks, versatile services for various service providers, and to ensure that communications networks and services are compatible as network technologies advance.

Among FICORA's key responsibilities are ensuring the position and rights of the user of communications services, i.e. the consumer. In addition, FICORA provides objective knowledge on the development, pricing and service level of communications markets and services.

FICORA plans and administers the use of radio frequencies, communications network numbers and network addresses necessary for effective electronic communications connections. A responsibility of national and international importance is the centralised administration of radio frequencies at FICORA, which ensures the efficient and maximally interference-free use of frequencies.

Also, the authority enhances the provision of versatile electronic media services. It collects television and license fees to be used for public service programme production, grants short-term licenses and monitors the content and advertising of television and radio programmes. FICORA monitors the effectiveness and service level of the universal postal services and handles undelivered postal items.
