19.05.2010 Frequencies and structural requirements for fixed radio networks using radio modemsThis Notice pertains to fixed radio networks which are subject to licence and used in applications for alert, telemetry, telecommand and data transmission, as well as for detecting movement, and which operate in the frequency bands allocated in Section 1. These types of radio networks consist exclusively of fixed radio modems or similar radio equipment. This Notice specifies, in addition to the frequency bands, also the structural requirements, according to which networks of this type must be planned and built. 1. FrequenciesThe radio networks are to be placed in the following frequency bands:
The Finnish Communications Regulatory Authority (FICORA) assigns for each network separately the frequencies to be used. 2. Network structure2.1 Networks In modem networks, the span length may normally be max. 25 kilometres. Repeaters must be used for longer spans or in difficult terrain. FICORA may order the use of a repeater, if efficient use of the frequencies requires so. 2.2 Radio modems There must be a possibility to regulate the output power of the transmitter and to connect an additional filter to the receiver, if needed. 2.3 Antennas Directional antennas must be used on the slave stations. 3. Information on plans3.1 Radio network plan (RVS) For every fixed station some technical data will be required. This information may e.g. be listed in the RVS form. Technical characteristics needed for a transmitter are output power (W), frequency band and channel width. For the antenna information on the gain (dBd) or type designation and, possibly, on the manufacturer as well as on the antenna height above ground level and polarisation is needed. Type designation and length, or attenuation (dB), are needed for the antenna cable. 3.2 Map A relevant sheet of the base map, scale 1:20 000, with the network stations clearly indicated, must be sent to FICORA together with the RVS form, for determining station locations. 3.3 Network chart The radio network plan must be accompanied by a chart with the network stations and radio channels depicted as in the model chart annexed to this Notice, in order to clarify the connections between the stations in the radio modem network being planned. The aim is to depict the location of the network stations in such a way in the chart in such a way that it visualises the location of the stations in the terrain. 4. Conformity assessment of radio equipment
A radio transmitter’s conformity to requirements must be assessed as laid down in the Act on Radio Frequencies and Telecommunications Equipment (1015/2001), in other words in Directive 1999/5/EC. The transmitter must bear the CE marking and be accompanied with the manufacturer's declaration of conformity.
