Pursuant to Section 138(a)(2) of the Communications Market Act (393/2003), the Finnish Communications Regulatory Authority (FICORA) notifies the following decision:

The decision is deemed to have been notified one month after publishing the notification. The date of publishing is 16 September 2009 and the decision is deemed to have been notified on 16 October 2009.
