Television and radio operations
FICORA monitors advertising and sponsorship in television and radio operations. The authority also monitors the compliance with certain provisions on programmes. The authority grants short-term analogue radio licences and short-term digital television and radio licences. In addition, cable television broadcasters must notify FICORA of their operations. These responsibilities fall within the authority's jurisdiction under the Act on Television and Radio Operations.
FICORA's regulative measures support the self-regulation of operators. For example, the authority uses surveys and studies to monitor the compliance with the provisions on programmes and advertising. If necessary, it gives guidelines on the basis of the results received from operators. FICORA also handles customer complaints made in the framework of the Act on Television and Radio Operations.
The Act on the Finnish Broadcasting Company Ltd provides that the company is obliged to annually submit a report to FICORA on the public service provided during the previous year. FICORA issues a statement to the Council of State on the report.
FICORA administers the licence fees paid by television and radio operators to the State Television and Radio Fund. Provisions on licence fees are provided in the Act on the State Television and Radio Fund.
Cooperation
FICORA participates in the Nordic cooperation of the television and radio operations sector. FICORA also participates in the EPRA, European Platform of Regulatory Authorities.
In Finland, FICORA cooperates on television and radio operations with, for example, the Finnish Consumer Agency, the Finnish Board of Film Classification, The Finnish National Board of Education, The Mannerheim League for Child Welfare and Save the Children Finland.
