Value-added service providers
Value-added service means service based on the processing of identification or location data for other purpose than that of providing network or communications service (PPEC). The value added services referred to in the Act on the Protection of Privacy in Electronic Communications are a substantially more limited group than the value added services meant in universal language.
Value added service may be for example advertising based on the location of the users terminal device, route information and traffic announcements or travel information. For example, Internet banking services, electronic government services or other corresponding services, where the content of the service is not based on the handling of identification data or location data, are not value added services as referred to in the law. These services are content services in accordance with the Act on the Provision of Information Society Services.
