National cooperation

Finnish Communications Regulatory Authority (FICORA) acts in close cooperation with its national and international cooperation partners. The most important national parties are represented in the many active working groups set up by FICORA.

There are two types of working groups: administrative working groups and standardisation groups. They involve more than 400 experts from 90 organisations.

The working group reports, published by FICORA, are usually written in Finnish.

Administrative working groups are set up as necessary. Depending on the mandate of the individual group it can be either temporary or permanent.

The following administrative working groups are currently active (situation March, 2009):

  • CERT
  • Numbering
  • Telephone number portability, fixed telephone network, technical network implementation
  • SIP interconnection
  • Authorities' technical requirements for communications networks and its sub-working groups:
  • -Emergency traffic
  • -Lawful interception of intercept-related communications

In its work FICORA is supported by the Telecommunications Standardisation Advisory Group, which provides a specialist resource in a rapidly changing operating environment. In addition, each of the main areas in telecommunications standardisation is covered by a national standardisation group under the direction of FICORA. The groups have members from the most important cooperation partners: operators, industry and users. These groups coordinate national views in international standardisation in their specific technical areas and draw up national standards and guidelines as necessary. There are currently 10 standardisation groups.
