Interconnection
Definition
Interconnection means the physical and functional connecting of different communications networks and communications services to ensure that users can access communications networks and services of other telecommunications operators.
Legislation
Provisions on interconnection are included in sections 39-45 of the Communications Market Act (393/2003).
Obligations
Special obligations regarding provision of services and pricing are imposed on operators which by a separate decision have been found to be operators with significant market power in one or several of the interconnection markets (no. 8, 9, 10 and 16 in the Commission recommendation on relevant markets). Dispute resolution
A telecommunications operator has an obligation to negotiate on interconnection with another telecommunications operator. If no agreement is reached and if either one of the parties wants FICORA’s settlement, FICORA must first seek to solve the dispute through conciliation. If the conciliation does not lead to a result within four months, FICORA must, on demand of the party of the dispute, make a decision in the matter within four months from the end of the conciliation.
