Technical inspection of telecon operators

Finnish Communications Regulatory Authority (FICORA) supervises that the management of electronic communications complies with the Communications Market Act (393/2003) and the Act on the Protection of Privacy in Electronic Communications (516/2004) and the provisions issued under them and that the electric communications networks comply with the relevant regulations and standards.
The supervision also involves written requests and inquiries to telecommunications operators in matters concerning, for instance, redundancy of communications networks. Requests for explanation are made on the basis of customer complaints and in matters where further details are needed because of the general importance of the affair.

FICORA is the appellate authority in matters regarding the operation of telecommunications operators. If the customers of telecommunications operators have not found a satisfactory solution with the telecommunications operators, FICORA may try to find out whether the telecommunications connected to the disagreement has been faultless and adequate.

FICORA ensures that communications networks and terminal equipment do not cause disturbances and supervises the marketing, offering for sale and sales promotion of terminal equipment and decoders.
The targets of inspection consist of the operators’ systems used for provision of communications services as a whole. The inspection is focused on both the systems particularly used for provision of services and the operators’ internal support systems for the provision of services.

Inspections are carried out by FICORA in form of visits to telecommunications companies and by means of material gathered in connection with the inspections. Separate inspections focused on a special subject, like information security, are made, where necessary.

FICORA’s right of supervision is based on section 124 of the Communications Market Act.
