International Telephone networks
International calls can be dialled with the international prefix 00 or with the operator-specific international access code.
A user can choose the carrier for international calls. A user can also conclude an agreement with an operator on the preselection of 00, which means that calls dialled with 00 will be routed directly to the preselected carrier's network.
Phoning abroad from Finland
To call, for example, 567 234 in Stockholm, first dial any of the international access codes, then the country code 46 for Sweden and the area code 8 for Stockholm:

Calls made without preselection agreement or carrier access code are routed to a network specified by the operator of the telephone subscription.
Numbers beginning with 99 and consisting of 3-5 digits are used as international carrier access codes.
Phoning Finland from abroad
To call, for example, 345 6789 in Helsinki, first dial the international access code in the country concerned, then the country code 358 for Finland and the area code, omitting the zero (0)
