Advice to registrarsFICORA's ENUM service itself is not offered directly to end users, but it is used to enable other services. Therefore, all ENUM registrations are made through registrars. Registrars are allowed to pass requests for registering or removing ENUM domains to FICORA. In addition, registrars shall pay FICORA the registration and annual fees for the ENUM domains they have registered. ENUM domains are registered and removed from the register in accordance with the conditions in the EMS SOAP Rajapinnat (Interfaces) document. To be able to operate as an ENUM registrar, the registrar must have a contract with FICORA. In addition, registrars must have their own applications used to establish a connection to the ENUM system. The applications must operate in accordance with the criteria set in the EMS SOAP Rajapinnat (Interfaces) document. Additional information shall be included later. The ENUM domain shall be registered to the ENUM system if the registration request has been delivered in the form required by the ENUM system and the right to use the ENUM domain has been successfully validated. FICORA shall create a Zone file of the valid registrations and transfer it to the Tier 1 name server. The registration fee for the ENUM domain is 0,50 euro. In addition, an annual fee of 0,50 euro is collected for all valid ENUM domains registered into the ENUM system on the first day of the calendar year. The ENUM domain is basically valid until the registrar removes the ENUM domain it has registered. If the domain does not pass FICORA's revalidation, it may be removed. FICORA may also remove the domain if the validation entity otherwise notifies FICORA that the right to use a telephone number as an ENUM domain has expired. In addition, FICORA may remove the ENUM domain if the registrar has not paid the listed fees. The ENUM domain may be removed immediately after the grounds for removal have been established. If the equipment or software used by the registrar to establish a connection to the service does not accord with the registrar contract or disturbs the service, FICORA may restrict the use of the service. The use of the service may be restricted until the fault that caused the restriction has been corrected.
The agreement is entered into so that the company or association wanting to become a registrar fills in the agreement for acting as an ENUM registrar below and prints out two copies of it. The signed copies of the agreement are to be sent to FICORA either by post or by fax.
