Advice to validation entitiesA validation entity validates the registrant's right to use the ENUM domain applied for (the right to use the telephone number corresponding to the ENUM domain). The validation entity is the telecommunications operator providing service to the number in question. After validating the right of use, the telecommunications operator shall give the registrant the password needed for registering the ENUM domain and update its validation server with the password. The validation entity is responsible for confirming the identity of the registrant before giving the password. The identity can be confirmed, for example, with the person's identity card or password to the service portal. If the registrant's right to use the telephone number corresponding to the ENUM domain ends, the validation entity must immediately remove the number from the validation server. Validation entities must register themselves with FICORA by filling in the enclosed form and submitting it by e-mail to enum-admin@ficora.fi. FICORA publishes a list on its web pages of the validation entities and the number ranges they offer in their services. Validation entities must not provide validation service to a certain telephone number based on both a number range and a single telephone number. Therefore, validation entities must not provide validation service to overlapping number ranges. In practice, if a certain number range is provided with validation service, the service must not be provided to a telephone number covered by the number range. Correspondingly, the validation service provided to a certain telephone number must be terminated before the service can be provided to the number range covering the telephone number. The validation service provided by validation entities must also be reliable. If the operation of a validation server suffers from repeated or long-term problems, FICORA may restrict the validation entity from providing the service until the faults have been corrected. Such a problem could arise, for instance, if the validation entity provides validation service to a certain telephone number based on both a number range and a single telephone number. FICORA does not compensate validation entities for the service.
