Licences for TV and radio broadcasting in a mobile TV network (DVB-H)

FICORA grants the licences for television and radio broadcasting in a mobile television network (DVB-H).

No licence is required:
• if the operator transmits in a mobile TV network, in addition to radio and television broadcasts, other kind of services, such as multimedia contents,
• if the TV and radio broadcaster has a valid licence for digital broadcasting granted by the Government.

FICORA grants the licence if there is no justifiable reason to suspect the applicant of violating the provisions of the Act on Television and Radio Operations or any other related act. A licence for TV and radio broadcasting in a digital mobile TV network is granted regardless of the transmission capacity. The licensee may agree upon the necessary transmission capacity with Digita Oy, who has a network licence referred to in the Communications Market Act. Thereby, the applicant for a programme licence does not need a particular network licence.

The applicant must be legally competent and the applicant's name must be given in the application in its official form.

The broadcaster shall, according to the Act on the Exercise of Freedom of Expression in Mass Media, primarily retain all recordings of each programme for at least 21 days after the date of broadcasting. The depository shall be indicated in the licence application.

Inadequate information will delay the handling of an application. The applications with sufficient and correct information are dealt with first.

The licence can be granted for the period of time presented in the application, but for ten years at the maximum. FICORA may grant for one and the same licence applicant several licences for a shorter time in a way not to exceed ten years in all. According to FICORA's procedures, applicants from or under the same organisation are regarded as one and the same applicant.

The application fee for each separate licence is 100 €.
