The Director-General’s foreword

In 2008, the core of FICORA's operations focused clearly on ensuring that all permanent places of residence and business premises in Finland will have access to communications services regarded as universal service. The universal service unit responsible for universal service related matters was founded at the end of the year.

HagmanDuring the year under review, prevalent vulnerabilities concerning the infrastructure of the internet emerged, the most significant of them being a vulnerability relating to the internet domain name service (DNS). By engaging in an increasingly more extensive and active vulnerability coordination, FICORA was able to prevent threats endangering the effective functioning of communications networks and services. 

During the year, FICORA drafted a strategy for 2009–2015. It includes the authority's key focuses and operational policy.

The cost-effectiveness and efficiency of FICORA developed positively except for the objective set for the number of television fees. The authority was not able to collect the net payment revenue set as a goal for television fees, but the objective for new television fee payers was clearly exceeded.

The customers' satisfaction with the authority's services and operations remained at a high level. Also, the work satisfaction of the personnel was better than the average for the public administration.
