Control of the quality and affordability of communication services

Due to deficiencies observed in the reception of digital TV broadcasts, FICORA directed TV operators to develop the digital TV network so that it satisfies the licence conditions. At the same time, instructions were prepared for consumers on how to deal with the reception problems.

Based on a study and consultation with experts carried out by FICORA, TV companies updated their self-regulation by incorporating in it a PG13 age restriction and a corresponding broadcasting time.


FICORA checked the speed of transmission of letters each quarter and audited the measurement system. A consumer survey was commissioned in the Seinäjoki area, where the Finnish Post earlier started deliveries of mail on 1 March 2007. The results of the study showed that mail recipients were much more satisfied with the service due to the earlier deliveries.

The monitoring of the quality and affordability of communication services during 2007 also focused on the monitoring of the general terms and conditions of consumer contracts, the introduction of regulations concerning the general services of new television services and the monitoring of the licence conditions of local radio stations.
