The Director-General's foreword

The transition from analog to digital TV broadcasts was one of the largest projects of the Finnish Communications Regulatory Authority (FICORA) in 2007. FICORA worked to ensure the most successful possible introduction of the new receiving technology by, for example, coordinating cooperation between programming providers, network operators and equipment manufacturers.

With FICORA's assistance, mobile telephone network companies reached an agreement on the roaming fees they will charge each other, as a result of which prices will fall by 25–40 per cent during 2007 and 2008. FICORA is also demanding that telecom companies reduce the prices of calls made to national company telephone numbers, which are exceptionally high in Finland when the numbers are called from mobile phones.


The amount of malicious software detected in Finnish networks decreased somewhat during the year, although the number of broadband connections continued to increase. The favourable development was the result of closer cooperation between telecom companies, information companies and the authorities. Identity theft and the collection of personal data from the Internet and its storage for illegal purposes appeared to increase during the year.
