The Director-General's foreword

In 2006, FICORA focused on analysing the changing operational field and anticipating the future. It published the report titled Communications Markets and Technologies 2010 in cooperation with stakeholders. The sector perceived the vision to be rather accurate. Also, the authority's coordinating and steering role was seen as a prerequisite for the development of the information society.

FICORA's main focus is to ensure the end-to-end functionality and interconnection of the scattering service markets and converging communications networks, in particular. Omnipresent communications options and connections are inherent to the ubiquous society. This necessitates a sufficient number of interference-free radio frequencies for the use of wireless communications. In order for communications markets to be effective, it is still necessary to take measures to prevent network operators from keeping to the monopolistic use of communications networks instead of sharing them with competing operators.


In all, FICORA's operations are becoming more effective, productive and influential. The authority has been able to adapt a more anticipatory and further-planned method. Last year, we completed the description of our key processes. Now, we focus on developing the processes and moving in onto a quality system through pilot projects. Continued efforts have been made in analysing risks and the risk viewpoint will be more forcibly taken into consideration in process definition.
