The Director-General's foreword

Last year, the authority's resources were deployed in enforcing new legislation and developing its operations. Also, the implementation procedures required by the EC directives on electronic communications and the Finnish Communications Market Act were nearing completion.

Another major effort involved the entry into force of the new Act on the Protection of Privacy in Electronic Communications. Additionally, the ever-growing spam traffic and various information security threats have kept FICORA's information security specialists busy.

Within the electronic media sector, a working group called Niemelä concluded that collecting television fees from viewers is still the best way to finance public service television and radio operations. Also, FICORA gave its first opinion on the Public Service Report, which was compiled by the Finnish Broadcasting Company. In addition to this, the Finnish Broadcasting Company and commercial television companies worked out new guidelines on when to broadcast television programmes. These define, more clearly than before, the warnings concerning viewing time and programme content, which are unsuitable for children.

Among of the most significant events related to international cooperation were the first session of the Regional Radiocommunication Conference, where frequency planning for digital broadcasting was launched, and the Congress of the Universal Postal Union.

In developing the authority's activities, special attention was paid to electronic services.
