Operational environment
FICORA's operational environment is broad. It comprises the government authorities, political decision-makers, international regulators and organisations, and communications operators. FICORA acts in close cooperation with national and international stakeholders.
FICORA is an agency in the same administrative sector as the Ministry of Transport and Communications. FICORA's duties include regulative aspects throughout the entire communications sector from telecommunications to postal operations. Execution of legislation is a duty of FICORA while preparation is a duty of the Ministry. The converging communications markets and technologies require thorough revision of the legislation defining the sector and FICORA's duties.
